'Hell' is the name of the hero of the story. He's a prisoner of the women who now run the USA after a nuclear/biological war. Results of the war are that mutants have evolved, and the human race is in danger of extinction due to infertility. Hell is given the task of helping in the rescue of a group of fertile women from the harem of the mutant leader (resembling a frog). Hell cannot escape since he has a bomb attached to his private parts which will detonate if he strays more than a few hundred yards from his guard.

"While it doesn't get a lot of recognition for being a good movie as well as being an underrated film, it should be noted that this film has reminiscence of a few movies and a TV show, those being Star Wars, Mad Max, and A-Team.
I'm actually surprised that this movie didn't get as much popularity as Rowdy Piper's other movie role They Live.
I believe with this film coming out years later, they got ideas from each of those movies and the TV show that I listed.
If you're a fan of any of the movies or the TV show that I listed, you're more than likely will like this movie.
Please note that there is sequels to this film which are titled "Return to Frogtown," and "Toad Warrior."
P.S. To me, this doesn't feel like a Rated R film and would say that it's more of a Rated PG-13 film. "
